The "LOC" display means that the child lock has been activated.
For devices with a child lock button, simply press the button to activate or deactivate the lock.
Press and hold the "M" button to activate or deactivate the lock.
Press and hold the "M" button and the "Down" button simultaneously for 5 seconds to activate or deactivate the lock.
